Competence & Conduct Standard

The Competence & Conduct Standard

The Competence & Conduct Standard places a clear responsibility on social housing organisations to ensure their staff have the knowledge, skills and behaviours to deliver safe, fair and customer-focused services. It’s no longer enough to rely on experience alone; you must be able to evidence competence through recognised qualifications and ongoing development.

What does it mean in practice?

In practice, the Standard requires landlords to:
  • Identify which roles need which level of qualification.
  • Ensure a significant proportion of relevant staff are enrolled on appropriate programmes by the regulator’s October milestone.
  • Ensure all relevant staff are appropriately qualified within an agreed three-year period.
  • Provide ongoing support, supervision and development to maintain standards of competence and conduct.

How Upkeep can help

Upkeep Training can support you at every stage:
  • Consultancy – role mapping, skills audits and workforce development planning
  • Upkeep Training Level 4 qualifications – for housing and maintenance managers who need to
    evidence their competence
  • Upkeep Training Level 5 qualifications – for senior leaders and executives who set direction and
    culture
  • Top-up units – for staff with older qualifications who need to align with the new Standard
  • Short courses – to address specific issues such as damp and mould, disrepair and housing standards
Whether you’re just starting to plan your response or you already have cohorts underway, we can help you build a clear, affordable and achievable route to full Competence & Conduct compliance.
